Welfare is a socialist concept, but socialism is not necessarily welfare.
Similarly, a square is a rectangle, but a rectangle is not necessarily a square.

Since a lot of Americans do not recognize this distinction they categorically refute socialism. But consider this: a good, ideal implementation of a socialism would ensure a skill set for everyone and, consequently, productivity yields where we now have food stamps and government housing.
I have had friends that lived in government housing and they seemed uncomfortable with their lack of participation in our productive society and seemed to envy people that had jobs, but even so they were unable to get a foothold in any facet of our productive society. However, a good socialism would fix that … I think.
